The Department of Pension & Pensioners’ Welfare has been working tirelessly to make life easier for pensioners by promoting the use of the Digital Life Certificate (DLC), a game-changer in their lives.

Simplifying the Process

In 2014, pensioners could submit their Digital Life Certificates using biometric devices. However, this process underwent a significant transformation since then. The Department collaborated with MeitY and UIDAI for this transformation. Specifically, they developed a face authentication system using Aadhaar database. This system, called JeevanPramaan, launched in November 2021. It allows pensioners to submit their Life Certificates conveniently. Pensioners can use Android smartphones for this purpose. Moreover, the system streamlines the Digital Life Certificate submission process. Ultimately, it enhances the overall experience for pensioners.

The Power of Face Authentication

This innovative approach uses facial recognition to verify identity and generate a Digital Life Certificate, making the process much simpler for pensioners. Raising Awareness for a Seamless Experience

The Department of Pension and Pensioners’ Welfare (DoPPW) launched a nationwide campaign in November 2022 to raise awareness of DLC/Face Authentication technology for submitting Digital Life Certificates among Central Government pensioners and Pension Disbursing Authorities (PDAs). The campaign was a huge success, with over 35 lakh DLCs generated for Central Government pensioners.

Building on Success

Encouraged by the success of the campaign, the DoPPW is now conducting a nationwide campaign 2.0 from 1st to 30th November, 2023, at 500 locations in 100 cities across the country, targeting 50 lakh pensioners, in collaboration with 17 Pension Disbursing Banks, Ministries/Departments, Pensioners’ Welfare Associations, UIDAI, MeitY, etc.

Reaching Out to Pensioners

The DoPPW makes all efforts to create awareness about DLC-Face Authentication. Specifically, it uses banners/posters strategically placed in offices and bank branches/ATMs. Moreover, all banks created a dedicated staff team at branches.This team downloaded the required apps on Android phones. Consequently, they extensively use this technology for a purpose. Pensioners can submit their Digital Life Certificates through JeevanPramaan conveniently. Additionally, the DoPPW promotes awareness of this digital solution. Ultimately, it aims to enhance the overall pensioner experience.

Accessibility and Convenience

In case the pensioners are unable to visit the branches due to old age/illness/weakness, the bank officials are also visiting their homes/hospitals for the above purpose. This ensures that pensioners can submit their Digital Life Certificates with ease, without having to worry about the logistics.
