DECLARATION OF THE V MEETING OF BRICS MINISTERS OF CULTURE
Russian Federation online virtual meeting September 3, 2020
Preamble


We, the Ministers of Culture and assigned representatives of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People’s Republic of China and the Republic of South Africa, meeting on September 3, 2020, to discuss the promotion of cultural activities among the BRICS countries, hereby agree to:

Recognize the role of culture in the life of modern society as one of the most important resources for social and economic development;

Acknowledge and commit to the Action Plan for the implementation of the Agreement between the Governments of the BRICS States on Cooperation in the Field of Culture (2017-2021), signed on July 6, 2017 in Tianjin, the People’s Republic of China;

Reaffirm the commitments of the Curitiba Declaration signed during the IV Meeting of the BRICS Ministers of Culture in 2019, the Federative Republic of Brazil.

Commit ourselves to the following:

1. BRICS Working Group on Culture

1.1 Further strengthen cooperation in the field of culture through the establishment of a BRICS Working Group on Culture comprising senior officials.

1.2 The Working Group will exchange information on the current issues of multilateral cooperation throughout the year.

1.3 Members of the Working Group will promptly inform each other about the upcoming large-scale events to be held in their countries with a view to promoting dialogue on culture within BRICS.

1.4 Meetings of the Working Group will be held at least once per year.

2. Cooperation in the field of museums

2.1 Enhance cooperation in the field of museums including visual arts by organizing joint exhibitions, conferences and online projects.

2.2 Exchange of museum specialists, including restorers, curators, specialists in protection and storage of museum exhibits, delegations of artists, art historians, specialists in folk art to share experience and best practices in the relevant fields.

2.3 Provide assistance in establishing direct contacts between leading museums of the BRICS countries, including via the BRICS Museum Alliance and the BRICS Alliance of Art Museums and National Galleries.

3. Cooperation in the field of libraries

3.1 Support the activities of the BRICS Library Alliance, established in 2017 at the 2nd Annual Meeting of the BRICS Ministers of Culture, and encourage thematic meetings and forums to be organized by the BRICS Library Alliance.

3.2 Encourage the promotion of exhibition projects in the libraries of the BRICS countries aimed at popularizing cultural heritage.

3.3 Support expanded professional exchanges and educational programs for libraries from the BRICS countries.

4. Cooperation in the field of preservation of cultural heritage

4.1 Exchange information on the issues of management, preservation, restoration, use and popularization of historical and cultural heritage.

4.2 Encourage the promotion of studies of the peoples historical and cultural heritage in the States, exploration and making national inventory of cultural heritage objects on the territory of the States.

4.3 Further strengthen cooperation on world cultural heritage, promote new initiatives, regional programs and strategies in the field of world cultural heritage conservation.

5. Cooperation in the field of art and folk art

5.1 Foster cooperation in the field of musical, theatrical and other forms of performing arts, including the establishment of horizontal linkages and the exchange of best practices between interested cultural institutions of the BRICS States and via the Alliance for Theatre for Children and Young People.

5.2 Encourage joint projects in the field of music, theatrical and other forms of performing arts, as well as exchanges of creative teams and delegations of artists aimed at participating in international festivals, days / weeks of culture and other cultural events being held in the BRICS States.

5.3 Facilitate the extension of invitations to official delegations and leading cultural figures, including at a high level of State representation, to participate in the St. Petersburg International Cultural Forum.

6. Other areas of cooperation

6.1 Support initiatives in the field of cinema within the Parties competences with the view of exploring the possibility of deepening cooperation.

6.2 Be actively engaged in forums and festivals organized in the BRICS countries in order to exchange experience in the field of art and culture.

6.3 Encourage online events, video content (recordings of concerts, excursions, lectures, etc.) sharing for posting on national Internet resources.

The English-language version of this Declaration was signed on September 3, 2020 in five copies.
