- We, the Ministers responsible for industry of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People’s Republic of China and the Republic of South Africa, met virtually under the Chairmanship of the People’s Republic of China at the 6th BRICS Industry Ministers Meeting on 23 May 2022.
- We note that as the COVID-19 pandemic continues to spread globally, the resilience and stability of the global industrial and supply chains have not fully been restored following disruptions of the past two years, and still creating rising uncertainties for industrial development and posing additional challenges for industrial cooperation among BRICS countries.
- Under the theme of the 2022 BRICS Chairmanship – Fostering High-quality BRICS Partnership, Usher in a New Era for Global Development, we commit to strengthening intra-BRICS cooperation to intensify the BRICS Partnership on New Industrial Revolution (PartNIR) and collectively create new opportunities for development.
- We recall the decisions made during the previous BRICS Industry Ministers Meetings, substantially discuss on the theme of Deepening Innovative Cooperation on New Industrial Revolution for achieving Sustainable Development Goals in stronger, healthier and more resilient manner, and agree as follows:
- We recognize that BRICS countries have their own competitive advantages with diverse challenges as well as opportunities, presenting considerable potential for cooperation. We acknowledge the necessity to build upon our synergies and complementarities to cope with risks and challenges together.
- We call on BRICS governments, enterprises, think tanks and research institutions to enhance exchanges on and sharing of industrial strategies, plans, policies and good practices, with an aim to enhance communication and cooperation among BRICS countries for industrial development.
- We encourage BRICS members to actively host and participate in relevant online and offline events including the BRICS Forum on PartNIR, BRICS Industrial Innovation Contest and BRICS New Industrial Revolution Exhibition to expand exchange and cooperate on industrialization, digitalisation and innovation.
- We note that against the backdrop of a new round of scientific and technological revolution and industrial transformation, traditional production processes and modality are undergoing changes, giving rise to a variety of new industries and business models.
- We emphasize that digital transformation and smart manufacturing are key to seizing the strategic opportunities brought about by the New Industrial Revolution. We reiterate the importance of fully unleashing the potential of new-generation information and communications technologies (ICTs) to transform and upgrade traditional industries, especially the manufacturing sector, in achieving higher output with lower cost, thus promoting sustainable development and inclusive growth.
- We recognize the importance of cooperation for new digital infrastructure for the digitalization of manufacturing and welcome multilateral development institutions, among others, to invest in digital infrastructure.
- We encourage the promotion of new business models such as network-based collaborative manufacturing, personalized customization, as well as remote operation and maintenance services. We support cooperation between manufacturing and digital enterprises in commercializing innovations in terms of products, technologies, and business models and processes.
- We recognize the importance of collectively fostering an enabling and innovative ecosystem with a cluster of innovative resources and dynamic market entities, delivering new driving forces for digitalization of industries in BRICS countries.
- We call for BRICS governments, universities, research institutions, industry associations, enterprises and other stakeholders to share good practices and enhance information exchanges in terms of Industrial Internet and Digital Manufacturing. We agree to build mutually beneficial platforms based on existing initiatives for international cooperation on digital transformation, aimed at pooling the wisdom, knowledge exchange and strength of BRICS countries for sustainable economic growth.
- We recognize that the labor shortage and logistics constraints caused by the COVID-19 pandemic have severely disrupted regional and global supply chains, and the surging protectionism and inward-looking tendencies are also challenging the economic globalization, affecting the smooth functioning of industrial and supply chains.
- We reaffirm the 2020 Joint Declaration of BRICS Industry Ministers Meeting which recognizes that securing the strategic stability of supply chains is a fundamental instrument for BRICS industrial competency. We commit to the maintenance of open, resilient and stable global and regional industrial and supply chains in supporting BRICS countries to upgrade industries to higher end of value chains, thus better responding to the COVID-19 pandemic and realizing economic recovery.
- We encourage the BRICS countries to deepen industrial cooperation and expedite the recovery and growth of the Industrial Economy through jointly creating an open, fair, vibrant, and resilient environment and fostering a stable, secure, mutually beneficial system for industrial and supply chain cooperation.
17. We recognize the key role of SMEs in the industrial and supply chains, encourage BRICS countries to take into account the challenges faced by SMEs in post-pandemic recovery, provide targeted policy and service support, and facilitate their integration into global industrial chains, supply chains, and value chains.
18. We recognize that as the progress of ICTs and flow of knowledge are accelerating in the context of the New Industrial Revolution, it is necessary for BRICS countries to jointly strengthen capacity building in digitization, networking, and smart manufacturing, improve competency for industrial production and manufacturing, and speed up the process of industrialization and modernization.
19. We encourage intra-BRICS cooperation in human resource development through BRICS Center for Industrial Competences, the BRICS PartNIR Innovation Center (BPIC), BRICS Start-up Events, and collaboration with other relevant BRICS mechanisms, to carry out training programmes to address challenges of NIR for inclusive and sustainable industrialization.
20. We welcome the events hosted by the BPIC including the 4th BRICS Forum on PartNIR, the BRICS Industrial Innovation Contest 2022, and the BPIC training programme, which are aimed at translating the vision of PartNIR into real actions and benefits for all BRICS members.
21. We recognize the importance of BRICS Startup Events including BRICS Innovation Launchpad and BRICS Startups Forum Meeting, aimed to promote networking, interaction, mentorship among Startups in BRICS Countries.
22. We reaffirm the intention to finalize the project document taking into account its proposed structure, core outputs, funding, and key areas of work in order to start the BRICS Center for Industrial Competences.
23. We encourage the collaborative development of large enterprises with SMEs, and support SMEs in BRICS countries to build collaborative partnerships. We believe that large enterprises would benefit from building resource-sharing platforms in terms of R&D and application, thus lowering the threshold for digital transformation of SMEs.
24. We reaffirm the decisions of previous BRICS Industry Ministers Meetings and reiterate the importance of having regular interactions to take stock of the decisions and the status of their implementation.
25. We reaffirm our commitment to strengthen the BRICS PartNIR and appreciate the active role played by the PartNIR Advisory Group in advancing the implementation of the Partnership among BRICS countries in the areas of industrialization, digitalization, innovation, inclusive growth, and investment. We note with appreciation the update of the Work Plan for PartNIR, and request the Chair of BRICS PartNIR Advisory Group to submit its annual report to next year’s Industry Ministers.
26. We support the BRICS PartNIR projects to explore cooperation mechanisms with the New Development Bank (NDB) and other financial institutions, based on market-driven principles.
27. We welcome the BRICS Forum on Development of Industrial Internet and Digital Manufacturing, during which representatives from BRICS governments, industry, and academia participated and discussed the development of digital manufacturing. We note the observations expressed by multi-stakeholders from BRICS countries. We also welcome the release of the BRICS Initiative for Cooperation on Digitalisation of Manufacturing.
28. We support engagement with relevant international organizations to enhance cooperation on industrial issues under multilateral mechanisms.
29. We reaffirm our commitment to promoting the realization of the United Nations 2030 Agenda for Sustainable Development. We follow the development path agreed by previous Industry Ministers Meetings so as to ensure that the achievements of the New Industrial Revolution benefit all BRICS countries.
30. We reaffirm that the ongoing BRICS cooperation is consistent with national security, policy priorities, and legislation of member countries for strengthening and reforming the multilateral system of economic and financial cooperation to promote industrial growth, trade, services, and investment for sustainable development.
31. Brazil, Russia, India, and South Africa commend China’s Chairmanship in 2022 and express their appreciation for successfully organizing the 6th BRICS Industry Ministers Meeting.
32. Brazil, Russia, India, and China extend support to South Africa for hosting the 7th BRICS Industry Ministers Meeting in 2023.
