BRICS Culture Ministers Convene in Mpumalanga, South Africa on July 21, 2023

The 8th BRICS Culture Ministers’ Meeting was held on July 21, 2023, in Mpumalanga, South Africa, under South Africa’s BRICS Chairship for 2023. The meeting was presided over by Nocawe Noncedo Mafu, South Africa’s Deputy Minister of Sports, Arts and Culture.Representatives from the cultural ministries of Brazil, Russia, India, China, and South Africa attended the meeting, which focused on “Strengthening BRICS Cultural Partnerships for Post-Pandemic Socio-Economic Recovery and Sustainable, Inclusive Development.”Key highlights:

  • This was the first in-person BRICS Culture Ministers’ Meeting since 2019, providing impetus for socio-economic recovery and cultural prosperity in the post-pandemic era.
  • The ministers unanimously agreed to actively implement the “Action Plan for the Implementation of the Agreement among the Governments of the BRICS States on Cooperation in the Field of Culture (2022-2026),” signed in Beijing in 2022.
  • They committed to promoting higher-quality cultural exchanges and cooperation among BRICS countries.
  • A “Declaration of the 8th BRICS Culture Ministers’ Meeting” was signed by Li Qun on behalf of China, along with the other four BRICS nations.
  • India’s delegation was led by Meenakashi Lekhi, Minister of State for Culture and External Affairs, who highlighted India’s efforts to position culture at the heart of policymaking during its ongoing G20 Presidency.
  • Lekhi emphasized leveraging cultural resources, supporting creative industries, nurturing young talent, and empowering local communities through cultural education and exchange programs.
  • The ministers discussed strengthening cultural partnerships, promoting sustainable development, and exploring digital solutions for cultural preservation and promotion.

The meeting aimed to deepen cultural cooperation among BRICS nations, recognizing their shared civilizational ties, creative talents, and the role of culture in driving socio-economic progress.
